Appointment of facilitators for issuing of unreserved tickets through ATVMS

Sub: Appointment of facilitators for issuing of unreserved tickets through ATVMS.

Please refer to this office letter of even number dated 30.03.2017 (CC No. 25 of 2017) on the subject quoted above wherein instructions were issued for extension of scheme of facilitators up to 31.03.2018.

2. The issue regarding extension of the scheme of facilitators beyond 31.03.2018 has been examined in consultation with Finance Directorate of Ministry of Railways and it has been decided that the scheme of facilitators may be extended for another one year, i.e. from 01.04.2018 to 31.03.2019 on the following terms and conditions on all Zonal Railways
i. Bonus payable to facilitators as well as general public on recharge of smart card may be fixed as 3 % of ticket value instead of the current 5%.
ii. CRIS will explore the feasibility of Quick Book Option and will also make efforts to introduce the facility of issuing tickets through ATVMs using debit/credit cards.

3. It is desired that the following steps/conditions may be adhered to while taking necessary action in this regard:-
(i) Concerted efforts should be made by Zonal Railways to educate passengers about the features of ATVMs.
(ii) Videos showing the demo of passengers using ATVMs should also be – showh on the CCTVs installed on the platform so as to educate the passengers on this aspect.
(iii) No serving employees should be allowed to act as facilitator and services of any such facilitator should be discontinued with immediate effect.(iv) Fixed ATVMs should not be allotted to facilitators. ATVMs should be allotted on rotational basis for facilitators and general public, for which periodicity and the procedure can be worked out by Zonal Railway concerned.

4. Necessary instructions may be issued to all concerned.

5. This issues with the concurrence of Finance Directorate pf Ministry of Railways.
