Dated: 10/04/2019

No. I/15/2018

The General Secretaries of
Affiliated Unions of NFIR,

Dear Brother,

Sub: Revised entitlement of Privilege Passes for Railway employees – hardship caused to certain staff of lower pay levels due to discontinuance of earlier entitlement provisions-reg.

Ref: (i) NFIR’s letter No. I/15/Part III dated 03112/2015.

(ii) Railway Board’s letter No. 2017/E(LR)I/NM1-3 dated 01/02/2018 to GS/NFIR.

(iii) Discussion held in the special meeting on 0910212018 on left over PNM Items.

(iv) NFIR’s letter No. I/15/2018 dated 30/11/2018 &.25/01/2019.

(v) Railway Board’s letter No. E(W)2013/PS5-1/4 dated 22/03/2019

(vi) NFIR’s letter No. I/15/2018 dated 10/04/2019 addressed to Railway Board.

Please find enclosed copy of reply dated 22/03/2019 received from the Railway Board on Federation’s demand dated 30/11/2018. The Federation has, however, wrote back to the Railway Board on 01/04/2019 contending that the entitlement of higher class privilege pass to those in lower pay levels was allowed without any dilution till December 2010, therefore the right of the employees for higher class privilege pass entitlement should have been continued as was done in the past despite issuance of revised entitlements vide Board’s letter dated 06th January, 2011. However, Board’s response on Federation’s letter dated 01’st April, 2019 has not yet been received.

Copy of Federation’s letters dated (30/11/2018 & 01/04/2019) are enclosed to facilitate the affiliated Unions to convey at field level the efforts initiated by NFIR for getting higher class privilege pass entitlement to those employees who are in the below GP 4200/Pay Level-6 in Railways and entitled for higher class privilege pass as per their Basic Pay but for Board’s order dated 06th January, 2011.

Yours fraternally,
sd/-
(Dr M. Raghavaiah)
General Secretary
